Which waterproof eyeliner is better? Both live up to its name as a waterproof pencil and can be applied effortlessly. Just make sure you keep the pencil sharpened, too bad they aren't mechanical which would make application even faster. Even though both are great I would recommend Urban Decay's 24/7 eyeliner because application is a little smoother it is lasts longer on the waterline and Urban Decay's formula allows you 30 seconds to blend and smear the eyeliner before it stays put.
